KDE (kde.org) is an international free software community, founded in 1996, producing an integrated set of cross-platform applications for desktop. KDE is mainly known for its Plasma Desktop environment, which is provided as the default work environment on many Linux distributions. KDE software is based on the Qt framework. In the early days of Qt, the KDE project and community were the biggest driving force in building the developer ecosystem around Qt.
LGPLv3 is the current version of the GNU Lesser General Public License. LGPLv2.1 is an older version and not recommended by the Free Software Foundation for new projects anymore. Both licenses have the same intention, namely to protect the freedom of users to use and modify the software licensed under LGPL.
The above freedoms cannot in any way be restricted by other licensing terms. If an application is not fully following all the obligations as outlined above, it is not allowed to be distributed at all.
But the page at -project.org/downloads has separate links to installers for Qt libraries and Qt Creator. I remember being able to just download the full SDK and get started, but now I have t separately install MinGW, the libraries and Qt Creator.

You can compile your own version of Jqt on Windows using the free Microsoft Visual Studio Community 2017. You may want to do so if you are adding new functions to Jqt or wish to restrict the set of Qt libraries required for a standalone application (see Standalone, cross-platform applications in J8).
The binaries in the Qt sdk were built with Microsoft Visual Studio 2017. You can download the free Microsoft Visual Studio Community 2017 from Visual Studio Older Downloads. You may need to sign up for the free Dev Essentials membership to download the installer. The current version, Microsoft Visual Studio Community 2019, is available from Download Visual Studio . VS 2019 is binary compatible with VS 2017 and has been used to successfully build Jqt.
Browse to Download Offline Installers, select and download the desired version of the Qt sdk. The released versions of Jqt are always built with LTS (Long Term Support) versions of the sdk. The most recent (at the time of this writing) version of the sdk is Qt 5.12.7. You may also use a more recent version of the sdk. For example, Jqt has been successfully compiled using the Qt 5.14.1 sdk.

The downloaded installer is named something like qt-unified-linux-x64-version-online.run and is likely located in your /Downloads directory. Use chmod +x qt*.run to make the file executable, then run it by typing ./qt*.run.

This license is commonly used for video games and it allows users to download and play the game for free. Basically, a product is offered Free to Play (Freemium) and the user can decide if he wants to pay the money (Premium) for additional features, services, virtual or physical goods that expand the functionality of the game. Dependency Walker is a free utility that scans any 32-bit or 64-bit Windows module (exe, dll, ocx, sys, etc.) and builds a hierarchical tree diagram of all dependent modules. For each module found, it lists all the functions that are exported by that module, and which of those functions are actually being called by other modules. Another view displays the minimum set of required files, along with detailed information about each file including a full path to the file, base address, version numbers, machine type, debug information, and more.Dependency Walker is also very useful for troubleshooting system errors related to loading and executing modules. Dependency Walker detects many common application problems such as missing modules, invalid modules, import/export mismatches, circular dependency errors, mismatched machine types of modules, and module initialization failures.Dependency Walker runs on Windows 95, 98, Me, NT, 2000, XP, 2003, Vista, 7, and 8.
